History
The Twin Towers Correctional Facility (TTCF) is one of the largest and most recognizable detention complexes operated within Los Santos County. Managed by the Los Santos County Sheriff's Department under the authority of the Custody Services Division, the facility serves as a primary intake, housing, and transportation center for inmates throughout the county. Since its establishment, TTCF has played a major role in supporting county-wide law enforcement operations by providing secure detention, inmate processing, and specialized housing for offenders of varying custody classifications.

Constructed during the mid-1990s and officially opened in 1997, the facility was created in response to rapidly increasing inmate populations across Los Santos County. Prior to its construction, several older jail facilities throughout the county had become overcrowded, outdated, and incapable of meeting modern correctional standards. County officials and Sheriff's Department command staff proposed the creation of a centralized detention complex capable of handling large-scale inmate processing while improving security, transportation logistics, and inmate management operations.

The result was the Twin Towers Correctional Facility, a modern correctional institution designed to consolidate multiple detention operations under a single command structure. Located within central Los Santos, the complex was strategically placed near major court facilities, transportation corridors, and Sheriff's Department operational centers. The name “Twin Towers” originates from the facility’s two primary inmate housing towers, which dominate the structure’s skyline and serve as the center of detention operations within the complex.

TTCF operates under the jurisdiction of the Custody Services Division (CSD), a division of the Los Santos County Sheriff's Department responsible for the management of county detention facilities, inmate welfare, and courthouse security operations. Custody Services Division personnel assigned to TTCF include sworn deputies, custody assistants, transportation deputies, medical personnel, and administrative staff. Together, these personnel oversee daily jail operations while maintaining security, order, and inmate accountability within the facility.

Throughout its history, the facility has housed inmates ranging from low-level offenders awaiting arraignment to high-risk individuals requiring maximum-security detention. Due to its large capacity and central role within county operations, TTCF also functions as a primary intake and classification center, where newly arrested individuals are processed, medically evaluated, classified, and assigned to appropriate housing units throughout the county jail system.

In addition to inmate housing operations, the facility maintains several specialized units and operational sections. These include inmate reception and release centers, administrative segregation housing, medical observation units, secured visitation areas, transportation staging facilities, and court holding sections. TTCF deputies additionally coordinate inmate transportation to county courts, state prisons, and external medical facilities on a daily basis.

Over the years, Twin Towers Correctional Facility has become a symbol of county custody operations within Los Santos. While primarily functioning as a correctional institution, the facility also represents the scale and complexity of modern detention operations carried out by the Sheriff's Department. Its continued operation remains critical to the county’s criminal justice system, supporting patrol stations, investigative divisions, and court services throughout Los Santos County.

Today, TTCF continues to operate as one of the Sheriff's Department’s primary correctional institutions, maintaining its mission of secure inmate custody, facility safety, and professional detention operations under the leadership of the Custody Services Division.
